Yes that is normal. As the camera moves away from objects, they are replaced with lower polygon, lower resolution textured objects. It is thought that since the object is far away from the camera, it doesn't need to be of high detail since it's unlikely you'll notice anyways.
I am working on an update to KSMod that will freeze the level of detail to 'high', but it is a difficult one to do, and I may not get it working right.

Wow, that would be awesome and would also fix a lot of minor glitches appearing while zooming out. KTY if you manage to get it working properly.

Thats a severe symptom but your right, low res Armour in town are a crime against decency and should not been allowed to see the light of day :P

Just a heads-up, I updated my KSMod to 2.6, when I load GW using the KSMod launcher it says "error loading KSMod: 3 - 00000005," and neither the high-def armor textures nor the kill counts are present when I'm on.
Not sure if it's only me... but yes, all other armor's gone blurry in towns again :sad:

It seems you are not logged in as an Administrator, or some other permission has been set that is denying KSMod the ability to open the GW process.

hey I got a question. When you talked about making distant objects stay on high detail, did you add that with the last update? Considering I'm on a 6600, I had a hard time trying to run this lately and wondered if you had any other options available?

I asked about this earlier, having the draw distance increased and detail remain at high. I hope this can be added!

I just updated KSMod and noticed there is a KSMod.exe file. Since I use both Texmod and KSMod, am I now unable to run them both at the same time? I tried loading KSmod.exe instead of GW.exe inside Texmod but it doesn't appear to load my tpf files....

Load Textmod first and then load KSMod.exe once you're at the login screen (or later).

I could believe that but I almost want official confirmation by Kuntz that this isnt gonna steal my game account.
I mean, it makes sense since it hooks onto your .dat file....but still....you just never know.
